1. Does WLT Supplies "count" as a diversity (historically disadvantaged) supplier? It was unquestionably one for 25 years, and is still run day-to-day by the woman who started it. What do you think?
2. Is an auction with only one bidder actually an auction? The purchasing process calls for identifying and evaluating suppliers; is it possible that this process (if followed in good faith) could only produce a single option? If it did, would you go with that, or look harder?
3. Assuming the reverse auction process was done honestly, is it appropriate for the MRO supplies? For the amount of contract ($5M)?
4. What's the process problem with a person creating a requisition also generating their own POs?
