Commanders assess their unit's current level of proficiency to identify the gap between what the unit can do now and what they need to be able to do to ensure:

a) All Marines are PME complete.
b) Combat readiness is achieved.
c) All formal training requirements are accomplished.
d) The higher commander's approval is gained.
