The Department of Business and Professional Regulation has the power to revoke or suspend the license of a cosmetologist under all but the following circumstances:
a) Engaging in fraudulent activities
b) Violating health and safety regulations
c) Failure to pay taxes
d) Criminal convictions unrelated to cosmetology
