The perimeter and area of these shapes are proportional, so let's cross multiply to solve this. 

[tex] \frac{20}{18.6} \frac{28}{x} [/tex]
18.6 · 28 = 520.8
520.8/20 = 26.04
Rounded to the nearest tenth: 26

The area is 26 cm²
