I believe the answer is: the private citizen who owns the factory.

In a mixed economy, the government indeed held the role to protect the members of the private sectors from getting into harms way. But the government could may be subjected to payment if the harm is coming from internal citizens or threats from outside the country, not natural disaster or disaster that occurs because of neglect.
