An atom with one valence electron would be most likely to react with atoms that are one valence electron short of a full shell.

This is because a reaction between these two atoms would result in both being stable or "happy" with their full valence shells. Pictured is a theoretical example of this...sorry for the poor drawing I couldn't find my pen lol. Hope this helps!
