The states were debating representation. The large states wanted representation by population because it would give them more power. The small states wanted EQUAL representation because they would have been almost shut out otherwise. There was a compromise between them, the Senate would have equal representation for all states while the House of Representatives would go based on population.

The convention was also known as federal convention or the Philadelphia convention because it took place in Philadelphia. Many delegates arrived here with a view to draft the new constitution.

Subject of debate

The main subject of debate between large states and the small states was the representation in congress. The large states were fighting for representing on the basis of population size whereas small states wanted equal representation to states irrespective of population size.
