Make the proportion [tex]\frac{4}{6} \= \frac{x}{21}[/tex].
[if that didn't display properly, it is (4/6)=(x/21)]
then see that 4 is 6 divided by 1.5, so 21 divided by 1.5 is x. So, x is 14.

Or you can cross multiply:
4(21)=6x
2(21)=3x
42=3x
x=14
