It's between oxymoron and hyperbole. Hyperbole exaggerates something while oxymoron is taking two ideas or word structures and creating a new effect with it. So it seems that the answer to me would be oxymoron because it creates an effect with "Grave men, near death", makes us feel different when those words are put together rather than just "Men near death".
