Answer:

Caranza wanted to slow down the loss of his people across the U.S. Border as he was loosing valuable labors, and wanted to protect Mexican business. Therefore he restricted immigration without a contract, and wanted to insure safe human passage for his people back to Mexico. He also wanted to restrict foreign business. To do this he increased taxes and outright cancelled some trade contracts.
