Why is there little difference between qualitative and quantitative data?

Quantitative is based on numbers, like if I said that a ruler is 12 inches long that would me quantitative data. Quantitative data is more specific.
Qualitative data is about the things other than numbers, like saying the ruler is wood, or orange juice is orange.
