He put an end to the political in-fighting for control of the government. He also revised the legal system to a fairer system than that of the Old Regime, and one that was enforced in a systematic manner, unlike the excesses of the Terror. Finally, he promoted a system of meritocracy, where a person could rise in the military or civilian services by the quality of their work, not by their political connections or social class. All these things helped win him the support of the majority of Frenchmen.
