The Nile river actually flows south to north, so if a country south of them, lets just say Sudan hypothetically, were to build a dam, then the rest of the river that passes through Egypt would have much lower water levels than the one south of the dam. Egypt is heavily reliant on the Nile for many reasons, and lower water levels could be catastrophic.
