Each high school in Indiana is considered a cluster. Let's say there are 1000 high schools in that state. That would mean there are 1000 clusters.
You would then randomly select say 5 clusters. Once those selections are made, you would then survey every student at those five schools selected. The number of clusters selected will depend on the situation of course.
