How did city-states develop, and how did they interact with one another?

Answer:

Culture developed for some city-states because when they traded or visited different countries, they gained and learned more about the other countries' culture and ideas. Government evolved as well because most city-states had evolved from a monarchy to an aristocracy to an oligarchy.
