Yes, a balance measures mass, not weight and can do so in any enhanced environment. Also, the moon has gravity even if it is less than earth. What might be a bit unclear is that masses for it are standardized for Earth's gravitational field at its surface at sea level. So the interpretations for "weight" will have to be increased by 6 times so that it could be equivalent to Earth.
