I believe that the Barons were taxed by the King of England before the Magna Carta. This is why the Magna Carta was created - the taxes the Barons had to pay were very high and they revolted against the King. That's why the King had to sign a document called Magna Carta in 1215 to appease the Barons and alleviate their taxes.
