The seventeenth-century English philosopher Thomas Hobbes posed an intriguing question about why people co-operate with one another, when they could achieve what they need selfishly instead. He describes cooperation between human beings as self-interested cooperation, and political communities as being based on a Social Contract, where people exchange their cooperation for protection from a supreme authority.
