Do you mean the Zero rule?

Anything to the power of zero is 1.

There are many rules of exponents and one of which is Power Rule.

Power rule of exponents means a number with an exponent raised to another exponent.
[tex] (x^{a} )^{b} = x^{ab} [/tex]

You will just simply multiply the exponents which are a and b.

Example;
     [tex] (x^{2} )^{5}= x^{10} [/tex]
