If most of the Earth is covered with water, how can there be water shortages?

Drinking water shortages? Water across the world isn't purified which without purification doesn't quench thirst.

Although most of the water is covered in water a large portion of it is salt water in the worlds oceans and seas. Even fresh water from lakes and rivers can not be immediately used for drinking purposes it must be filtered
