The SYSVOL folder contains the group policy templates, logon/logoff scripts, and dfs synchronization data. STSVOL stands for system volume, and it stores a copy of the entire server's public domain files. All of these files have to be accessed by everyone on the server, so they're just lumped together in the sysvol folder so everyone can get it in without troubles.
