i say republic cause both the Roman Republic and Roman Empire had periods of instability which ultimately caused their demise. However, if one considers the extent of the Roman Empire and its continuation from Byzantium after the collapse of the Western Empire, then the Empire was ultimately more successful than the Republic.

The average Roman was better off living at a time period when Rome was a republic not an empire.

The reason why the republic is better

This is because at this time the people would be living in a period where they would have more freedom and rights. The people picked their representatives.

During the time of the empire, the King would be in charge of the people. There would be less rights and people are at the mercy of the Emperor.
